i loaded apache-src because even though apache2 was installed, it
wouldn't start (due to the empty /etc/init.d/apache2 script).

...i eventually replaced the file with one i had from an earlier backup
(probably of intrepid).

Steve, I built open-iscsi with the above debdiff, and iscsi_discovery
does work just like the unpatched version. I found two other bugs with
it (the block device is not being made available right away, and it
cause a kernel oops in certain circumstance), but I will be reporting
these separately.
I just verified that Ubuntu's 9.04's packaging of Apache 2.2.11 also
exhibits this problem.
Looking through the Ubuntu patches to upstream Apache 2.2.8 (where we
initially noticed the problem), I haven't yet found an obvious cause.

I hope this gets fixed. I was trying to setup a hardy server running
bind9 and DNSSEC using the ISC DLV service. I couldn't figure out why
all DNS queries came back as unauthenticated, thus DKIM (signed email),
ssh, and dig all think that the DNS info returned is not trustworthy.

The problem is in opensolaris. When you use the SendTargets discover
method, opensolaris return the iqn, port and ip of the target. This ip
is a ipv6. You can se it with wireshark, for example.
Solution: disable ipv6 interface in opensolaris.
