- can not change passwork
- can not create new user
1. case: native 9.10 srv to 10.04 srv with apt-get upgrade. There was no Samba
but Likewise 5.4.0.7985. Testbed Intel Celeron 667MHz
2. case production file and www server 9.10 srv. Samba. No Likewise. 'apt
I figured out what was causing this. A workstation bootstrapping script
compiled and installed GeoIP version 1.4.4 to /usr/local/lib. I
installed the current repository version (1.4.6) and removed the out-of-
date libs, and things started working again. Not a bug.

Confirmed that this is broken again in Lucid, and I agree with yota:
the purpose of /etc/default/* is to provide supported ways for
administrators to modify services' behavior without having to modify
their startup scripts. It's a regression to stop supporting
/etc/default/ssh.

network startup/shutdown should be done via upstart (/etc/init/), not
via /etc/init.d.
