I solved it for my case by reducing the "shutdown_lifetime" to 1 seconds in
"/etc/squid/squid.conf" and modifying the
script in "/etc/resolvconf/update-libc.d/squid" to replace
restart squid
by
stop squid;sleep 1;start squid
Which defeat the "restart" intended behavior but doesn't need to wait

I have this same issue. I installed tftp-hpa and then removed it, using
Synaptic Package Manger in Mint 9.0. I then find now I can't install any
other programmes and Update Manager won't proceed because of this error:

I have the very same behaviour. Using the modified post-stop script cures it a
bit as it makes stop and start working again. However, reloading does NOT work.
It seems, squid terminates somehow when a -HUP is received.

I found it was missing another package, so I've installed it: the package is
"File Sharing" (service for file sharing). Now I can share folders using
Nautilus.
But I cannot reach any folder from network or see other PC on the network
because all the other problems are still on.

I have the same problem actually on other hosts not running OpenCms.
I suspect there must be something fishy in my service/engine/host
configuration (It should be changed to write to /etc/tomcat/Catalina/ as
you suggested for auto-deployment)
