This one is very confusing. Since all of this runs as root, there should
have been no permission denied on file access. Did you have /etc mounted
readonly, or maybe some hardening on the system, like

This is not a bug in the clamav package. Some other package has locked
the user related files. See Bug #432964 as it has an extended
discussion on the topic. You can remove the lock files as described
there to resolve the immediate issue, but it would be best to try and
find the original source

which completed fine, then doing
apt-get install vsftpd
which did not try to remove

Tried that several times and didn't work.
But I found out what the bug was. I had disabled the lucid-updates repository
since I was only interested in security updates. Once I re-enabled the
repository, samba installed without issues.
