I tried the fix and I got the same symptom.
For clarity:
- I wiped out /var/lxc/cache before I started because lxc-create wasn't
working. That got lxc-create working. I used the same commands I
listed in the bug description.
- I changed the container's console.conf as described:

There is apparently still a bug in overlayfs with apparmor. If I do

When the container does 'udevadm trigger --add' (in
/etc/init/udevtrigger.conf), the host re-processes all those events too.
This can lead (less importantly) to keyboard settings and soundcard
levels being reset, but (more importantly) could presumably also cause
worse

lxc-ls actually handles the case where mount -t cgroup shows nothing,
by then checking in /proc/self/mounts.
The /sys/fs/cgroup/subsys/init-cgroup/lxc directory is explicitly
