I'm seeing this issue in Ubuntu 12.04.02 LTS. Out of nowhere, bayes_toks
is owned by root:root instead of spamd:spamd, and in this particular
case, the file size of that file has dropped from about 5.1MB to 2.4MB.

In an ideal world, C.UTF-8 would be valid on its own, yes (not C as it
lacks UTF-8 support).
Unfortunately we don't live in this ideal world and a lot of software
unfortunately hardcode en_US.UTF-8 as their fallback locale when no
other "standard" locale (as in CC.UTF-8 or CC_LL.UTF-8) is set.

The work-around you suggest works, I've used it many times. It does not
cure the root cause though. The problem comes back after each reboot.
It seems the root cause is mongodb being started by both
/etc/init.d/mongodb as well as the newer upstart mechanism. They behave
