I don't think this is strictly a bug in 'juju-core', more of a bug in
the packaging. (Namely saucy has a package named juju which is a meta
package that installs juju-core, while IIRC python-juju is no longer
available on Saucy.)
If this was just 'apt-get upgrade' I would probably agree it
It is great to have the qemu-bridge-helper binary though if someone like
me does not want to use libvirt. With a note in a README in
/usr/share/doc/ signaling the suid or cap_net_admin was missing, it
would be more useful than just removing the binary.

I did not have duplicate entries in my list - checked with sort | uniq
-c. didn't check the autogenerated list for dupes; just pointed to the
non-autogenerated in squid-deb-proxy.conf, and poof, problem resolved.
