Based on the fact that flush_tlb_page() appears to be taking up most of
the CPU time when QEMU is 'frozen' I started playing with memory
settings. Disabling automatic NUMA balancing appears to have solved the
problem. echo 0 > /proc/sys/kernel/numa_balancing
The guest has been running 4+ hours now

This happens because 'restart service' does not cause service's post-stop
to be executed. Only it's pre-stop is executed.
Note that if you want to stop the dnsmasq, you can work around this by
doing
stop lx

I am affected with the same bug on my Trusty Thar but unfortunately
solution on post number 14 leads to unable to retrieve shares list so
have to turn the smb pass synchronization on to gain access to samba
shared folders.

upstream, but that involved disabling that key exchange method for
unpatched 6.6 and earlier versions. OpenSSH 6.7 will fix this when it's
