Just an update, I will push your patches as soon as bug 1262641 is
verified. Until that happens a new libvirt version cannot be uploaded
to trusty-proposed. Hopefully we can get it pushed next week.

It seems that the problem was caused by autodev parameter that I added
as per https://wiki.archlinux.org/index.php/Lxc-systemd. After removing
extra options and using bare CentOS template the problem went away.

Hm, this seems to be related to mod_nss being enabled with Freeipa.
Disabling it fixes apache2 restart, though installing enabling it
doesn't fail restart with upstart..
