When upgrading from Juno to Kilo (with a system that was initially
installed with Icehouse) a middleware error crops up in Neutron.
It's easiest to show by showing what the dist sets in each of these
releases:
/etc/neutron/api-paste.ini (Icehouse)

From the release email from Alan Pevec:
Hello everyone,
The OpenStack Stable Maintenance team is happy to announce the release
of the 2015.1.1 stable Kilo release. We have been busy reviewing and
accepting backported
This doesn't appear to be purely a charm issue. When I apt-get install
heat-api on a fresh trusty instance, I do not have an
/etc/heat/templates/ dir.
Suspect this is a packaging issue, as the package source does contain the awol

All the ubuntu version ship embarrassingly old version of squid which does not
even have TLS support in it!
This is both useless and insecure. The obvious solution would be to switch to
adequate version and get TLS support enabled by default.
** Affects: squid (Ubuntu)
Workaround until ubuntu will finally decide to migrate from ancient squid
version is to use ppa:
