With wily-proposed enabled,

installs:

I haven't seen this issue for ages, using primarily sid and wily guests.
Trying again on my desktop, which definitely used to have the issue, I
can't reproduce it, using:
2015-11-15 11:29:28 status installed liblxc1:amd64 1.1.5-0ubuntu0.15.10.2
2015-11-15 11:29:29 status installed
Openvpn starts ok with sudo openvpn --config /etc/openvpn/.conf
This was my workaround, this bug is very annoying. Will try to modify the
script at /etc/init.d as soon as I have the time to do it.

Ah yeah, that's because of the new binutils in xenial. Here's another
debdiff (build tested in a xenial sbuild, lintian is a bit unhappy but
the package builds)
