I am experiencing the same issue. I tried to work around the boot
problem by adding the nobootwait option in fstab, and the system is able
to boot that way, but I have been experiencing a plethora of issues with
other services that rely on the mounted filesystem failing
intermittently during boot.
It seems the Utopic kernel is impacted as well, I tested
3.16.0-62-generic released on 2/27. I thought that kernel was EOL. Can
we revert the fix here as well?

There are two problems.
First is that cgfs is not falling back to $container-1 when $container
cgroup is not available for reuse.
Second is that cgroups are not being cleaned up on container shutdown.
lxcfs will need to prune those by hand either at shutdown or startup.

So in addition to a kernel fix, we will first need to release a cloud-
init that will handle the endian-ness of instance IDs changing
underneath it.
This is because the kernel is already out in the wild, so we will have
some instances that have booted with the new UUID and the kernel fix

detecting a lack of the feature and skip gracefully.
