You are absolutely correct that there is a bug (missing functionality)
in Ubuntu's pkg-php-tools. This is my fault due to syncing Debian's
version too early (before release) and not versioning Ubuntu's properly.

Ok, found the cause to the GH#304, and it's easy to fix, defining
PEAR_INSTALLDIR in configure.in even though we are building --without-
pear should be enough to get the right PHP define() defined.

I looked over the debdiff. I *think* all i saw in the source was
bugfixes, except for the addition of
usbredirhost_set_buffered_output_size_cb(). I don't know whether that
constitutes 'new API', which is part of FFE.
