Yes, that was the case. This was a second installation. The prior
uninstall apparently failed the stop the existing process (I noticed
that squid sometimes takes a few attempts and delays before it will
start, stop or restart). Consider this 'closed'.

It was a second installation of squid, after a prior uninstall. There
were existing conf and log directories which the prior purge didn't
remove. That is what MAY have caused the error.
