I was able to reproduce this bug on an Oneiric fresh install. Installing
the package fails with the same message indicated by the reported. It
should be fixed on Oneiric as well.

order to understand your issue:
1) Can you provide the file /etc/init/nmbd.conf ?
2) Run the following commands and paste the output here:
$ testparm -s --parameter-name='disable netbios' 2>/dev/null
$ echo $?
and
>From log:
update-alternatives: using /usr/bin/smbstatus.samba3 to provide
/usr/bin/smbstatus (smbstatus) in auto mode.
smbd start/running, process 9137
start: Job failed to start
