Yes, as i suspected the issue was with the repositories, sometimes when
they are syncing with the principal archive or generating the
Packages.gz/Sources.gz this behavior can be seen, but it's fixed in the
next minutes to half an hour. Thank you for your time reporting this.

That's what is happening here, the profile "Postfix" it's what is being
enable, you also have Postfix Secure which is configured but not being
used, the idea of that is that i don't need to configure the rules by
port, but by service.

I can't reproduce the issue.
Steps i do to try to reproduce it:
1. install php5 (it installs apache2 as dependency)
2. place a file in /var/www as the follow:
[buster:/var/www] nxvl$ cat index.php
3. Open a browser and point it to http://127.0.0.1/index.php
Result: It shows the php inform

I have had the same problem using KVM, the tty1 stops on "Retrieving
cpio", but as i go to the tty4 it was installing all the packages, so it
wasn't hang, just appears to be.

i think it may be a compatibility issue on the config files, so for the test
case we should:
a) install dapper
b) paste the configuration James posted here
c) test if it works ok
d) compile hardy's dovecot from source on dapper, and upgrade it

That would be if pre-install fails, pre-removal doesn't try to stop it,
anyway i'm working on pre-install to check if it is running before it
try to stop mysql.

Also i don't understand the whole picture, you are connection from home to a
Win 2k3 server and from this server to your desktop and trying to Forward X11
from this window
Well, the bug should't be marked as incomplete, because it isn't it
should be marked as Invalid.
