OK, some sort of debconf menu or cmd line choice to restart or not - or
at the very least the note that the reloading really doesn't do anything
to activate the module would be nice.
I agree that it shouldn't just automatically restart.

Thanks for reporting this bug.
I've now just reproduced the bug, the php5 packages lack the postinst
trigger to restart apache2 if required so they leave at the sysadmin
choice to restart or not.
