It looks like the maintainer scripts are trying to stop mysql, and this
hangs. I'm not sure why mysql can't stop. This could be a bug, or a
configuration or corruption problem specific to your server.

It looks to me like the problem was in fact fixed when you ran dpkg
--configure -a after rebooting. Can you please confirm if this is or
isn't the case?
