Debian reports this fixed in 0.12~pre6-9 and Ubuntu has had 0.12~pre6-10
since Wily, so I presume this is fixed in Ubuntu now also. Please
explain and reopen if this is wrong.

I am actually not sure that it has been properly fixed in Debian yet -
if you look at the package dependencies you will notice that the elinks
package only depends on liblua on some platform (but not others).

I can confirm that there is no dependency on lua, and this applies to
Debian as well, except for some less common architectures
(http://packages.debian.org/sid/elinks). So it does look likely to me
that there is so
