The work-around you suggest works, I've used it many times. It does not
cure the root cause though. The problem comes back after each reboot.
It seems the root cause is mongodb being started by both
/etc/init.d/mongodb as well as the newer upstart mechanism. They behave
slightly differe

Looking at the error, MongoDB is unable to acquire the lock
in/var/lib/mongodb; If you are 100% sure that mongod is not running I
would suggest that you remove this file and try to start mongodb:
sudo rm /var/lib/mongodb/mongod.lock
sudo start mongodb
