That was indeed the problem:
xxx@xxx:/etc/default$ cat powernap
# start powernap at boot [yes|no]
START=no
So I changed it to Start=yes and powernap is up and running. Thanks very
much for your help.
I've never had to do this before, is this a change or a new thing you need to
do

Yes this is something new that you need to enable from now on. Just for
fail safe for those who install it and don't know what might be taking
their machines down.
