"Fix Released" means fixed in the development release, so that the next
release will contain the fix. We only backport high impact bugfixes to
existing stable releases. See

Can you please clarify 4.80-9ubuntu2 is going to be available on Ubuntu 13.10
or no?
I was about to submit new bug but found this one and it says " Fix Released ",
however the latest package for 13.10 is still 4.80-7ubuntu3.

This should already be fixed in 4.80-9ubuntu2, since it includes this change:
* In initscript invoke pidofproc with a pathname argument as it is
documented in LSB and required by lsb-base (>= 4.1+Debian9).
