Another way this could be resolved by admin, and therefore upgrade safe:
I seem to remember that apache2, now demands a .conf extension.
Therefore a Debian friendly (rather than a rm) way of resolving this
might be to do (untested):
dpkg-divert --add --package openstack-dashboard --rename \
--
