I found that the code was committed back in march to not mount the log dir in the container.
My juju-precise-template lxc container had a line that include a mount to /home/tim/.juju/local/log, which caused cgroups to complain when logged in as my other local user. Removing the juju-precise-template and getting juju to recreate it fixed the problem for me.
