Same here with Host Europe. OpenVZ doesn´t support this, so I would have
to rent a root server - either physical or virtualized, but with another
virtualization software.

I´m having the same problem as the OP. /proc/interrupts doesn´t exist
on virtual servers, at least not ones running under OpenVZ (afaik my
provider uses this).

If you're not running an Ubuntu system (including an Ubuntu kernel),
then you will need to take this up with your hosting provider, since it
is their customization that has broken things.
Alternatively, you could seek an upstream patch to remove the dependency
that facter has on /proc/interrupts
FWIW, Strato replied that the warnings were harmless (who would have
thought …), but I could rent a root server (just a 262.5 % increase in
costs :-)) to get rid of them and a true Ubuntu installation instead.
So taking this upstream is probably the sensible approach.

/proc/interrupts exists on all Ubuntu systems. It seems to me that
you're running some kind of modified version of Ubuntu if you don't have
one. I suggest that you take this up with your hosting provider.
