This problem has lingered for a year.
Same problem presents in all PHP versions from Tahr to Vivid.

After investing hours trying all sorts of suggestions that worked for
others... None worked for me...
This is what did work...
1) net1# pecl upgrade
pear.php.net is using a unsupported protocol - This should never happen.
Error still occurring...
2) pear upgrade
