I have managed to find some sort of work-around for this. It turns out the problem is in the xorg intel driver, not pm-utils. Switching the 2D accelleration mode from "SNA" to "UXA" as detailed here: https://wiki.archlinux.org/index.php/Intel_graphics#SNA_issues and here: https://bugs.launchpad.n
