Fixed the 12.04 and 14.04 packaging by re-adding the missing upstart
job. Tested and validated. New version has been uploaded to -proposed
pending acceptance.

Accepted walinuxagent into trusty-proposed. The package will build now
and be available at

in a few hours, and then in the -proposed repository.
