Perhaps you missed to install the following package: "freeradius-config"
?

It contains: https://paste.ubuntu.com/p/QTRpjpSPQB/

The files you seem to be looking for.

Let me know if there is any other issue, OR you found a better way to
reproduce the issue you're facing, by re-opening this bug setting its
state back to New.
