OpenSSH_4.3p2 Debian-8ubuntu1.4, OpenSSL 0.9.8c 05 Sep 2006

If a regular user tries to open a new ssh connection and ~/.ssh/id_rsa
has permissions set that do not allow the user in question to read the
file, openssh behaves the same as if the key was readable but contained
an encrypted key and prompts the user for the password for the key.
