I haven't seen this issue in a while so I am marking it as Fix
Released. I have not seen this on any of the images I test with the
alternate installer or net installer.

So this is easy to reproduce with e.g. the amd64 netboot: they work by
default with kvm -kernel linux -initrd initrd.gz but expose the same
issue if I pass -append debian-installer/framebuffer=false
