Could you attach your smb.conf to the bug ? From the logs it looks like you're running with /var/samba/lock instead of /var/run/samba for the state directory, which makes it difficult to find /var/run/samba/messages.tdb. The locale-langpack thing is a red herring. ** Changed in: samba (Ubuntu)

Changing lock directory fixed it. Bug closed. Strange - I have been running that same version of smb.conf (attached) since 8.04 without issue but it was originally imported from a Solaris system which had a manually-configured Samba build (3.0 I think). Thanks, Thierry and happy Christmas!
