Is this going to be fixed and, if so, when?
I have this problem as well and the ec2- tools appear broken in lucid as
well.
Consequently I, and presumably others, can't build specialized images.

This bug is definitely a regression from Karmic, which works fine. The
bug also appears to be a remanifestation of 268957. The fix should be
