I don't think it's the job of every package that logs to /var/log to
deal with this. If you want to support this configuration, solve it
once for all packages that use the directory.

Why on earth do you have log files on a ram disk? if something goes bad
and you get a reboot, you loose the logs.
Now, if you really want them on the ram disk, script up so that the
needed directories will be created. This isn't a bug, it's a design
issue. IIRC Apache also won't start if you
Storing logs on a tmpfs is a common practise on netboks with a SSD hd.
I think some kind of wrapper could be used to recreate that directory on the fly
