In my case adding:
socket options = TCP_NODELAY SO_RCVBUF=8192 SO_SNDBUF=8192
to smb.conf fixed this problem

Right, I'm not sure the error you get in the logs (in both cases) is
related to the slowness (which you only experience with Windows
clients). Those multibyte sequences that the samba server sends errors
about might also be the cause of a client-side issue in Windows.

Unfortunately, we installed the server, then ran a full update upgrading us to
the current version.
