I'm going to mark this bug Invalid, because there simply is not a 'bug' here. Libvirt uses cgroups if they are mounted, so if you mount cgroups, then you must do so in a way that allows libvirt to do what it wants to do. Installing the cgroup-bin package is one easy way to accomplish that, but

So Im not quite sure what to do with this bug. It will prevent libvirt from starting VMs only if the user has somehow played with cgroups. Perhaps the thing to do is to find a way to provide a more meaningful error message when this particular error occurs. I'm reclassifying this bug as being
