Sorry for the delay.
This was actually the problem- I needed to restart apache because some
connections to the db were hanging. I wanted to do it in a way that
wouldn't kill other requests that were in progress and working. Is this
not possible?

Have you checked with netstat that there are no more open connections?
The processes will only die once there are no more open connections.
