Binary package hint: tomcat6

How to reproduce:
- install non-latest of tomcat6
- delete /etc/tomcat6/tomcat-user.xml
- apt-get upgrade

Expected behavior:
- The package should be upgraded to the latest version

Actual behavior:
Setting up tomcat6 (6.0.24-2ubuntu1.7) ...
chmod: cannot access `/etc/tomcat6/tomcat-users.xml': No such file or directory
dpkg: error processing tomcat6 (--configure):
 subprocess installed post-installation script returned error exit status 1

Tested systems: ubuntu/lucid(LTS) and ubuntu/maverick.

/etc/tomcat6 should be customizable. The post-install script has a hard
dependency on /etc/tomcat6/tomcat-users.xml which schould not happen.
The target systems were configured as solr servers and do not need
anything but a very basic tomcat configuration, provided by automatic
configuration management.
