Public bug reported: The start and stop conditions of ssh server make it so ssh is stopped when a user runs
telinit 1 but not re-started when the system is booted back into runlevel 2. The fix is to change start on filesystem to start on filesystem or runlevel [2345] This will still start ssh earlier than other services during boot, but will also start it on transitions into runlevel 2.
