Hi Dave, thanks for taking the time to file a bug report on this.
Marking as Medium importance, as this would affect only the SOAP module.
However, I was unable to reproduce this using a clean 11.04 EC2
instance, installing with 'apt-get install php5-cli php-soap' ..
