Hi,
I took at look at the package list, unfortunately I'm no KDE expert,
so I managed to leave some template priorities based on GNOME and CLI
stuff. I also left some comments in the google docs.
Will see if I can take a deeper look also into KDE.

I I have did what you writed at #56.
After locale-gen, system returned "zh_TW.BIG5... ???
"/usr/lib/locale/locale-archive": ? failed".
Although it said that it failed, I still can run LANG=zh_TW evince 040216.pdf
successfully.
