Many compressed file such as zip don't specify filename encoding. But
file-roller read every file as UTF-8, so it sometimes makes encoding
problem.

Every time someone sends me a zip archive (.zip) with files containing
characters like é, è, ç, etc. the following happens :
1) File-roller shows a badly decoded name in its interface
2) Sometimes it's impossible to extra

so filenames with non-latin1 characters are broken.

But the problem is that when p7zip-full is installed unzip is handled by p7zip.
There is no way to set File Roller to use unzip instead.

I've closed the remaining tasks. This particular bug was fixed in
Precise and later. For remaining issues in p7zip and file-roller, see
