I'm going to change this but to unity8, since that is what is failing to
come up, not the system settings. I'm betting that the system
settings/wizard are correctly setting Turkish locale, then unity8 can't
deal with it.

mterry pitti, I'm looking at bug 871895. pkgstriptranslations seems to
correctly make a _static_translations.tar.gz file (as well as a
_i386_translations.tar.gz for the mo files), but I don't see the files
