I have tested language pack ja in trusty-proposed,
then not found any problem without #23-25.
And it seems that #23-25 is not real problem.
Could you move the packages from -proposed to -updates?

As already mentioned at #1346766, new released "Noto Sans CJK" is very
beautiful and multi devices oriented.

On writbale-iamge, I installed fonts-takao-pgothic and rebooted it:
$ sudo lsof -p `pidof unity8` | grep font

/usr/share/fonts/truetype/ubuntu-font-family/Ubuntu-R.ttf
unity8 2622 phablet memREG
As othres says, it seems that current unity does not render pre-edit
text.
I create patch to re-render text on pre-edit text changed.
