I think fonts-takao-pgothic is the way to go for the moment, since no
one knows when the noto issue will be resolved.

It's a seed change, late in the game, getting input from the release
team to make this happen.
TL;DR: bug 1346766 triggered this, affects touch and desktop, fonts-
takao-pgothic is in main, but needs to be seeded.

To advance this, you may want to nudge a sponsor. It has been in the
queue for several weeks.

Title:
Doesn't load Japanese font on
Just FYI:
As already mentioned at #1346766, new released "Noto Sans CJK" is very
beautiful and multi devices oriented.
http://www.google.com/get/noto/cjk.html
If noto font cjk will be debian packaged, we should switch to noto as
default font for Touch.

@Gunnar, It looks good to me.
On writbale-iamge, I installed fonts-takao-pgothic and rebooted it:
$ sudo lsof -p `pidof unity8` | grep font
unity8 2622 phablet memREG7,0 353824 83820
/usr/share/fonts/truetype/ubuntu-font-family/Ubuntu-R.ttf
unity8 2622 phablet memREG
I have proposed that fonts-takao-pgothic, which is used for Japanese
sans-serif on the desktop by default, is added to the touch seed.
@Mitsuya, do you think that will be ok?

@David: The fix of bug #1346766 certainly affects this, since it drops
fonts-arphic-ukai from the seed, but the simple truth is that no
Japanese font is installed currently.
I noticed it when fixing the other bug, but thought it was intentional
due to the (yet) low Japanese translation coverage. O
