Apart from not being entirely grammatically correct (missing commas), the current description is too long and a bit vague, and does not follow the GNOME Human Interface Guidelines: http://library.gnome.org/devel/hig-book/stable/language-labels.html.en I'd suggest using something along the lines of "Regional Settings", which other operating systems or alternative desktops (KDE) already use.
