Creating an incognito WebView will cause an OTR BrowserContext to be
created, and this will live for the life of the WebContext. However, the
BrowserContext should be considered temporary and should be discarded
once there are no more incognito WebView's for a particular WebCo
I am able to reproduce the issue even when on wifi (even though a fast
connection makes the race condition harder to trigger).
It seems this issue happens only at the very beginning of a page load: tapping
on the address bar to focus it a bit later (while the page is still loading)
