My SVGA Xlog shows: Display dimensions (510, 290) mm and DPI set to
(101,100). The Dell specification says the display area is (509.95,
286.84) mm (confirmed by ruler to be more-or-less right). The Dell spec

Ah. What timing.
The answer is - yes I could reproduce it. But I literally, and I mean
about 30 minutes ago, just wiped the machine to try a fresh install of
10.04 in case it was something that had occurred due to a local font
install and/or configuration issue.
With a default 10.04
Reverting the apport-bot, since that type of debugging info is not
apropos to this bug.
