Running a newer 4.6 kernel from http://kernel.ubuntu.com/~kernel-
ppa/mainline/v4.6-yakkety and it seems like the issue is gone. That
would actually mean that this bug seems like a duplicate of Bug
#1550779.

ProblemType: Bug
DistroRelease: Ubuntu 16.04
Package: xorg 1:7.7+13ubuntu3
ProcVersionSignature: Ubuntu 4.4.0-23.41-generic 4.4.10
Uname: Linux 4.4.0-23-generic x86_64
ApportVersion: 2.20.1-0ubuntu2.1
Architecture: amd64
Just did a quick try while working with the annoyance before i will
switch back to my laptop i found that the options for the intel xorg
driver will proably have no impact on this issue. For example:
t450s:~$ cat /var/log/Xorg.0.log | grep -i tear
[10.276] (==) intel(0): TearFree disabled
