I had a similar problem on a T400s with KDE 5.13.3 (KDE neon, based on
Ubuntu 16.04; everything that should be blurred was black, e.g. Latte
Dock or Konsole) and your PPA helped! Now everything looks fine again.

I have recently been having a problem with my desktop completely locking up (no
input is accepted) after a few minutes of usage. Every time I restarted my PC,
the time it took to freeze got shorter and shorter until GDM
It sounds like you might be reporting two issues:
* Cannot access software through Ubuntu Software
* VLC does not play DVD movies
